Heat 2 teaspoons of the vegetable oil in a large nonstick skillet over medium-high heat. When the oil starts to shimmer, add the garlic, scallion whites, ham, and sugar; cook, stirring continuously, until the ham and garlic are golden, 2 to 3 minutes. Fish out the garlic and discard it.

Add the rice and cook, stirring, until heated through, 3 to 4 minutes. Push all the rice to one side of the skillet. Pour the remaining teaspoon oil onto the empty side of the skillet. Crack the egg into the oil, break the yolk, and stir until cooked through, about 1 minute. Mix everything together. Add the vegetables and soy sauce and stir until the vegetables are warmed through. Sprinkle with the scallion greens and serve.
