Every team had such a mahatma, to use the nickname affixed to Brooklyn GM Branch Rickey. But not all teams had what the Dodgers, Cardinals, and Yankees had efficiently operated for years: a farm system in which to develop young players and act as a conveyor system of talent to the major league club. âAs to the clubâs future,â Carpenter Jr. explained, âthe first thing I want to do is build up a (farm) system, for I have great faith in it.â
Carpenter needed to place his faith in the prospect of a functioning farm system. He himself commented with little intended humor, âAll we (have) to start with (is) 25 second-division players and one minor leaguer named Turkey Tyson.â[15]
Carpenterâs preference for Pennock was no tightly held secret, notwithstanding Bob Jr.âs coyness about identifying his target. In fact, Pennock absconded in November 1943, to hunt in South Carolinaâwith Red Sox owner Tom Yawkey and Eddie Collinsâfrom Yawkeyâs hunting lodge in Georgetown. The Boston Globe found Herb there.
âMr. Yawkey knows of the offer and has given me permission to join the Phillies,â Pennock went on record as saying.
In reality, Carpenterâs selection of Pennock and Pennockâs acceptance of the role was theater. Granddaughter Nancy Pennock Sager said,
When Bob Carpenter bought the team, it was on the condition that (Herb) would be general manager.
Herb and Bob were close friends. Bobâs mother and Esther were close friends, too, until the day they died. That was the only condition by which Bobâs father would buy the team for Bob. The families were longtime friends. There wasnât any bit of âBob Carpenter was searching for a GM.â This was the way it was going to happen.[16]
