Leadership practices are how a small district leader goes about organizing their own work activities in a manner that helps lead their district to improved academic success. Our research uncovered seven common leadership practices that were used by the successful small district leaders we studied to help lead their districts to significant academic improvement.

Leadership practice #1—Creating a sense of urgency regarding the need to change the academic status quo.

Most small district leaders are not hired with a clear mandate to improve student academic performance. An effective leader creates that mandate. This means securing the school board’s commitment that improving student academic performance will be the district’s primary mission. This also means establishing clear definitions of success and progress monitoring methods so that the district leader’s performance can be evaluated in a fair and transparent manner.
