Fatal Disputes and the Benefits of Interdependence

Despite the strong results reported thus far, these analyses understate the case for the liberal peace. Focusing attention on particularly serious disputes—those involving fatalities among the combatants—makes the pacific benefit of interdependence even more apparent. Table 9.2 presents the results of using the same estimators in analyses of the onset of fatal disputes, conflicts that resulted in the death of at least one combatant. Many disputes are in actuality of limited severity and pose little real danger to peace. For example, on several occasions Peru seized American fishing boats that entered the territorial waters it claimed. This is coded by the COW project as an actual use of force (four on a 5-point scale), though there was little risk of armed conflict between the two countries.
