DOCUMENT 5: The United Nations Charter

Following the Tehran Conference (1943), where the Allied powers tentatively agreed to form the United Nations, representatives from China, the Soviet Union, the United Kingdom, and the United States met at a mansion called Dumbarton Oaks in Washington, DC. There they decided on the structure of the United Nations. This work continued in June 1945 when delegates from 50 nations met in San Francisco to finalize and sign the United Nations Charter, which went into effect in August of that year.

The preamble to the charter below can be read as a response to the two world wars and the “untold sorrow” they inflicted on humanity. Shortly after the charter went into effect and the United Nations was formed, Eleanor was put in charge of a group dedicated to delineating and codifying the “fundamental human rights” mentioned in the preamble. The Universal Declaration of Human Rights drew its inspiration and authority from this document.
