Chapter 11

To their credit, Lady Mari and Speaker Petau listened patiently as Rolf explained what he had in mind. There were holes large enough to fly a gyrfalcon-class windship through at first, and they talked for over an hour before Speaker Actare sat back in her chair.

“It’s a bold plan,” she said quietly.

“It’s a dangerous plan.” Lady Mari paced the length of the living room twice as she thought. Finally stopping in front of Rolf, she asked, “You want to use the entire crew of the Wind Sorter?”

“It seems like the best way.” Probably the only way that they were going to be able to get over two million galdu ready to live on the surface in less than three months.

“The best way?” She raised a sardonic eyebrow. “Better than the careful and slow way we’ve been doing things?” Mari resumed pacing. She’d spent a lifetime building support and opening the minds of her colleagues to the merits of the advena. “We can’t just let these windfairies roam the seven regions at will, Rolf. We can’t just defy Water Fairy law or ignore the terms of the treaty.”

‘You already have,” he reminded her. Then, in some exasperation he asked, “When you rescued the Sky Fairy windship crew without reporting them, what was your long-term plan? To release them in spring? Trust them not to tell anyone, ever, about your tribe?”

“That’s a bad plan,” Jennings snorted. All eyes turned to him and he cleared his throat. “Your pardon, ma’am, but s’long as there’s a free meal to be had in exchange for a good story, windfairies’ll talk.” He spread his hands. “One story might seem like a tall tale. Even a handful of windfairies from the same ship tellin’ the same story would go unnoticed for a while. But when over three hundred windfairies what spent their winter camped out on the edges of our known world get to goin’, well.” He shrugged as if that was all there was to say on the matter.

Mari squeezed her eyes closed and still looked away from the rest of the group. “I’ll arrange an emergency meeting of the high council.”

Petua grinned. “I’ll pack my bag.” She started to get up and grimaced in pain. “Any minute now.”

“Allow me, Speaker.” Imber rose with a smile. “Just tell me which things to pack.”

“If you’ve the need of a pair of strong legs, I’d be happy to oblige.” Jennings took a step closer to the speaker, whose lips twitched.

“Thank you both. I would appreciate a lift into the other room, young man.”

Jennings lifted her from the chair as gently as if she were his own akoa and carried her from the room, Imber hurrying along to open doors and pack the bag.

“You’ll need more than the permission of your councils.” Katilla spoke up after they’d gone. “You’ll have to have the cooperation of the galdu.”

“I assumed,” Mari began, but stopped when Rolf took Katilla’s hand.

“I can’t think of any reason why they wouldn’t cooperate, Katilla. They’re being offered everything they want.
