Post–World War II Housing Shortage

Surrounded as it was with protected watershed lands owned by EBMUD, Canyon maintained its secluded and insular atmosphere. Urban sprawl was impossible. Increased population density was a different story, however.

During the World War II years, the population of the Bay Area increased greatly as working people sought jobs in the shipyards and wartime industries. Naturally, most stayed after peace was restored. The baby boom began. Soon there was a housing shortage.

In Its Name Was MUD, the official history of the East Bay Municipal Utility District (EBMUD) published in 1970, author John Wesley Noble explained how utility managers viewed the population of Canyon:

Canyon lies astride the creek that flows directly into Upper San Leandro Reservoir.…The colony of summer homes that resulted [from the railroad subdivisions] depended on septic tanks to handle sewage and was not intended for year-round use. However, when housing of any sort was at a premium…[during and after] World War II, year around residents took over the summer houses and began to create a definite hazard to the downstream water supply. Whenever winter rain soaked the ground, the old septic tanks overflowed directly into the creek.187
