The EFA conference was initiated and conducted entirely by international development organizations, with no formal initiative on the part of nation-states. Realist international relations theorists would argue, nonetheless, that nation-states were still the principal actors in the conference, assuming that nation-states play a determining role in the formal ideology and routine decision making of the international development organizations they fund. However, the evidence from the WCEFA suggests otherwise. The following analysis reviews the evidence that organizations, not nation-states planned and implemented the WCEFA.
