He immediately parlayed the investigative leads from those records to pinpoint and raid other cartel sites. Pallomari’s computer data center was next. It wasn’t all of the accountant’s records, but the evidence haul was truly sensational. It documented high-level payoffs, complete with names, dates, and amounts. Never before had the Cali cartel’s privacy been so thoroughly violated.
Cartel ledgers revealed monthly stipends to police officers ranging from $275 to $1,250. Several hundred policemen were fired or reassigned in the weeks after the raids. Key insiders, including Bloque informants Valencia and the Vulture, remained undetected. Their funding records were kept on separate books. They were not yet in danger, but elsewhere there were signs of unraveling.
With leaked accounting records producing a stream of press exposés, Samper seemed forced into anticartel postures. Colonel Velásquez kept sending out raiding parties, chasing cartel assets and personnel. The ominous developments had Miguel constantly on the verge of migraines and increasingly prone to dark suspicions. He kept Jorge closer than ever, demanded extra security, and fretted about who was taking advantage of his family’s difficulties.
And there were fresh problems in Panama. A large drug shipment had been seized. These things happened, of course, but this time Miguel suspected treachery. Jorge couldn’t tell if it was overreaction or legitimate concern. Either way, he sensed trouble. Amid escalating fear and paranoia, mere suspicion could be deadly.
