Less than a half-hour after killing the Majii at the gate, Frost joined Patrick Kell and Major O’Cieran in the dam’s Operations Center. The managing director—an older, heavy-set man with thinning hair who was still wearing pajamas—sat at a console. Outrage and disbelief warred for control of his face.

“You’re monsters.”

Patrick Kell shook his head. “Hardly. I just want to make sure I have it right. This bank of controls shuts down the turbines. These lever here open the flood gates. This set controls the other outflows from the lake.”

“Yes, yes, you have it right, but you can’t touch those.”

Patrick placed a hand on a floodgate control lever. “I think you’re under the impression that I intend to jerk this all the way around. That would just send millions of gallons flooding through the river bed, wouldn’t it?”

“Yes. It would flood the city.”

“Really? Very good.” Patrick smiled and keyed his radio. “Waterwitch One. We have our objective, Morgan. Everything works. You might want to ask Patriarch Oltmann if he’s built himself an Ark. If not, tell him he’s not got much time to waste before he needs it.”
