In the past few months, great progress was made in suppressing the rebellions. This proved that the policies issued by the Central Committee and the Provincial Party Committee were correct. Right now there are still rebellions in the six counties in eastern Kham, and suppression of the rebellions is still going on in the third and fourth districts in Yajiang. Rebellions in all other counties [in eastern Kham] are now completely suppressed, and public security is reestablished. In Luhuo, Ganzi, Derge, and Xinlong, a few rebels are still robbing our vehicles and killing cadres and activists, but the rebellion has basically been put down. Rebellions in Baiyul, and especially in southern Kham [Ch. Khangnam] and Dengke, are still serious. Most of the rebels in the six counties in southern Kham fled to remote villages after losing the fight at the Litang Monastery. However, some of them are now gathering forces, and they have already attacked our transportation vehicles many times. Therefore, there is more work to be done in southern Kham, Dengke, and Baiyul.
According to county statistics, by early October we had put out of commission [Ch. xiaomie] 11,597 enemy, among whom 2,151 were shot to death, 1,278 were wounded, and 3,169 were captured and arrested. Also 4,999 surrendered and came to our side. All together, 549 guns and 49,018 bullets were captured. Right now there are still more than twenty groups of rebels at large, comprising about 5,000 individuals.90
