The man puts his tablet away and addresses Junior. “Getting angry at me is only going to make things worse, you know. If you had bothered to check the changes in the code before you started construction you wouldn't be in this situation.”

In a move that goes against what I thought I knew about the man, Junior takes a menacing step toward the man, his hands flexing into fists. To my relief, my contractor keeps his cool. When he speaks, his voice is cold, and dangerously calm. “I did check the city codes before starting construction, and everything I’ve installed followed them to the letter.”

The civil servant, nonplussed, didn't even take a step back, and I had to admit I admired that. If Junior Ross took a step toward me that pissed off, I’d have taken more than one step back. I probably would have left. In a hurry. “When did you begin construction?”

The question takes Junior by surprise. “What? You know when. You were here!”

“Oh, yes, I remember now. Well that explains it, then. The codes were updated recently. You should have checked the website for the changes,” he says. “The city can’t be held responsible because you didn’t follow up.”

Before things can escalate further with Junior, I step in. “Junior, take a break, okay? Let me handle this.”

Junior stalks off to the kitchen area, still angry, but at least I don’t think I’ll have to bail him out of jail for assault. I turn to the man with the loud tie. “Hi. I’m Dirk Nelson, the owner. Why are you doing this?”

He seems to convey a sense of insult and righteous indignation all at once. “I’m not doing anything but my job, sir.”

I shake my head. “No it isn’t. I’m willing to bet that if I were to go to the website right now, the changes to the code you’re gigging us on wouldn’t be there and we’d have to file an appeal, which would take at least a month, or so to get an answer right? And by then you guys would have to admit that ‘Oh, gee sorry guys, our bad. You’re fine. Except for ‘insert new imagined code violation here.’ Which starts the process all over again until we end up selling out to McMorgan, at which point all these problems go away. How am I doing so far?”

“You’re familiar with the rules I see,” the man says, and just about floors me. I never expected him to admit it flat out.

“Of course I am,” I say, playing along. “Which is why I’m confused. I thought the deal was that we let McMorgan have the rest of the block and we get to run the Internet Cafe. Didn’t you get the memo?”

For the first time the man shows some sort of emotion as his face flushes. “I–I was unaware of such an arrangement. My last instructions were to keep you from opening until you gave up and sold to Mr. McMorgan.”

“Well now you are,” I say, keeping my tone mild.
