20 According to a conservative calculation, the World Bank’s lending for community-driven projects has gone up from US$325 million in 1996 to US$2 billion in 2003. When lending for community-based projects and the enabling of an environment for CDD is included, the amount rises to US$7 billion in 2003 (Mansuri and Rao 2003: 2). Helping to build an enabling environment with the goal of empowering the poor can be crucial for the success of community-driven projects (Binswanger 2004).
