In a small bowl, combine the brownie mix, oil, milk, egg, Nutella, chocolate chips, and water. Spray the inside of 2 microwave-safe mugs with nonstick cooking spray. Divide the batter between the mugs. Cut a marshmallow in half and put a half into each mug. Microwave on medium power until the brownie is cooked, 30 seconds to 1 minute. Top each cake with a whole marshmallow and microwave until mostly melted, 30 more seconds. Serve with spoons and/or graham crackers for dipping.
