FIGURE 7-7 The 1:3.5-5.6 indicates the maximum aperture of your lens. The two numbers indicate this 18-55mm lens has a variable aperture from f/3.5 at the widest zoom (and f/5.6 at the tightest zoom).

In manual mode, the same aperture changes happen, assuming you have chosen the maximum aperture while at your widest zoom. However, because the aperture is changing automatically as focal length changes, you will need to be aware of corresponding changes in exposure (like shutter speed). Because the camera changes the aperture automatically, it can result in your image being over or underexposed by a full stop between your widest and tightest zooms if you aren’t paying attention.
