I can only speculate why the Surgeon General decided to fluctuate from direct hazard facts to almost a friendly warning for such a deadly behavior. Cigarettes contain carbon monoxide—so what? Perhaps the label writers were trying to placate the manufacturers by not scaring the consumer public too much.

Cigar packages show another interesting characteristic of how the government treats the tobacco industry. In 2000, the Federal Trade Commission and the Surgeon General [14] mandated the inclusion of the following warning labels (also rotated quarterly) on all cigar packages. Before 2000, no labeling was required. Notice the directness in these warnings and that one of the labels actually communicates the hazards associated with second-hand smoke. This is the first formal warning of the health hazards associated with passive smoking or environmental smoke for any tobacco product. The labels were also prefaced with “SURGEON GENERAL’S WARNING,” followed by one the five following sentences:

Cigar Smoking Can Cause Cancers Of The Mouth And Throat, Even If You Do Not Inhale.

Cigar Smoking Can Cause Lung Cancer And Heart Disease.

Tobacco Use Increases The Risk Of Infertility, Stillbirth, And Low Birth Weight.

Cigars Are Not A Safe Alternative To Cigarettes.

Tobacco Smoke Increases The Risk Of Lung Cancer And Heart Disease, Even In Nonsmokers.
