The second issue I raised concerned the status of those D.P.s who were former German nationals living both inside and outside D.P. camps. These, I had reason to believe, were being treated on the same basis as other German civilians. In view of the hardship and suffering which they had undergone in the concentration camps and of their consequent physical and mental condition, they surely deserved special consideration. The chairman assured me that this matter would be taken up.

The assurances given to us at this meeting offered some measure of comfort and we felt that we had made some impression. Unfortunately the outcome was far from satisfac­tory. Our plea for the creation of Jewish villages produced no positive response. As for my submission on behalf of the German Jews – that, too, failed to gain acceptance. As nothing tangible emerged I addressed a special plea to the Director of Civil Affairs Branch of Military Government making special reference to the German Jews who had returned to the cities, and in particular to Berlin where I had gained an insight into the plight of the returnees. His reply, which I reproduce, left much to be desired:
