Contact with the German officers had initially been arranged by a German refugee, Franz Fischer (and known as Dr Franz) in September 1939 with the British agent, Captain Sigismund Payne Best, who was married to a Dutch woman and had been running a bona fide import-export business in The Hague, dealing mainly in pharmaceuticals. Over the next few weeks Dr Franz had managed to convince Payne Best that he and several others formed part of a group which included high-ranking German generals who were interested in overthrowing Hitler, several meetings taking place in different locations. Since Payne Best believed that he was ‘on to quite a big thing’ he involved Major Stevens in the discussions. The German group had already been infiltrated by Major Walter Schellenberg (alias Captain Schämell), who was reporting directly back to Hitler’s head of the Gestapo, Heinrich Himmler. It later transpired that Fischer had agreed to become an agent of the German Sicherheitsdienst (SD-Security Service) in return for which charges of embezzlement, which had caused him to flee Germany, would be waived.10
