The Court is of the opinion that labour frequently or constantly underemployed is injurious to the interests of the workers, the ports and the public, and that it is discreditable to society… In one sense it is a convenience to authorities and employers, whose requirements are at the mercy of storms and tides and unforeseen casualties, to have a reservoir of unemployment which can be readily tapped as the need emerges for a labour supply. If men were merely the spare parts of an industrial machine, this callous reckoning might be appropriate: but society will not tolerate much longer the continuance of the employment of human beings on these lines… The time has arrived when the industry out of which the payment of wages will come must also bear a charge in respect of maintenance of unemployed casuals.8
