Hatfield’s name was on almost every tongue in San Diego yesterday. Many were inclined to jest when his operations were mentioned, but all agreed that things were coming his way. And there were many others, cooped up in their homes, or wading about the streets with umbrellas, who have begun to take the Morena dam’s “rainmaker’s” pact with the city seriously.

Charles’s case was being taken so earnestly, in fact, that one of the city’s senior judges, Justice Solon Bryan, felt compelled to weigh in on the rainmaker’s side. A veteran of the Civil War, Bryan was a disciple of the old Edward Powers doctrine. “It is a fact that after practically every great battle of the Civil War, a thunder shower followed,” the justice said in his office that morning. “Whether it was because of the amount of saltpeter or some other chemical used or because of the battle smoke, I do not know, I am sure. Hatfield probably does.”

The judge sensed the weight of evidence leaning in Charles’s favor. “It sounds reasonable to me that he has some kind of rain producing chemical up his sleeve. Anyway, it looks as if he will collect from the city, whether or not they are able to make him prove definitely that he is responsible for the rain.”

For once it was Fred Binney who sounded the lone note of caution. Binney called Hatfield to express his concern about the lack of a contract. He suggested that Charles come back down to the city to sort the matter out with Terence Cosgrove now, before things went too far. Charles dismissed the idea. He would come down when the dam was full. Binney was unable to shake his uneasy feeling, but from then on he kept it to himself. .
