GAMEPLAY

In the first scene, play opens with the GM describing a mundane day at work for all officers. During that scene, officers will go about their workday as normal, mingling, conducting their regular duties, and so on. During the course of this, the GM will disclose some minor or major evidence of wrongdoing: the disappearance of a fellow soldier gone unreported, alleged improprieties taking place in a settlement nearby, talk of embezzled funds or stolen heritage property, or worse. This scene readies the Gears of Tyranny to turn, and begins play.

In subsequent scenes, a player establishes something they want to get or do. The GM will set the scene and negotiate the conflict that player must overcome for the sake of that want. At any point during play, you can use your actions if the GM permits it and it is suitable to your cause.

Standing against the forces of your institution—your superiors, your duties, and the consequences of them—will always affect the Gears of the machine. If, for instance, you stand your ground in a confrontation with a superior officer but lose the resulting Challenge, or make a decision that may upset a superior’s goals, your moment of weakness may inspire them to threaten someone you love or aim to protect, and the Gears of Threat will turn, with the possible loss of that loved one. If the Gears of Tyranny reach their end at 20, the game ends with all officers being broken.

Play may also end with a positive result—if the officers can manage to foil the conspiracy they have witnessed before the Gears of Tyranny are fully turned—the game ends with the GM declaring that, even though they have defeated the rise of corruption and oppression for now, it may still loom within their ranks, and while they are still at least a little hopeful for the future, they have been undeniably shaken by what they have witnessed.

Whenever an officer is broken, the things they have seen have disturbed them to their core, and they cannot recover from them. Being broken means different things in different circumstances; at times, it means being taken away to suffer silently in a prisoner’s camp or an institution, while in other cases it may mean being utterly brainwashed by the system, or just too compromised to step out of line any longer.
