Four topics dominate the month: the release of Nelson Mandela, which the PM watches on TV; Gorbachev winning a vote in reform and plurality in the USSR; the PM’s concern about Chancellor Kohl’s dictatorial approach to German reunification and the need for the two Germanys to take account of others and existing treaties; and a shock 15.4 per cent mortgage rate announced suddenly by Abbey National to go with arguments over whether the ambulancemen have settled for 17 per cent or for 13.1 per cent over two years, as claimed by the Department of Health. It is not the best background to the Mid Staffs by-election.

Otherwise, Chancellor Major opts for a cautious Budget strategy while bearing down on inflation and is optimistic about 1991.
