The persistence of mission motifs in official foreign policy discourse in spite of the emphasis on pragmatism is not contradictory and can also be explained by one of the assumptions presented in this publication, i.e. that mission and pragmatism do not have to be mutually exclusive.12 Even more, I believe that mission remains â despite the official renunciation of it and archaic connotations â an inseparable part of official discourse in Russia. The reason for this is that it is linked to the image of Russia as a great power. Mission narrative has features of post-imperial practices which are characteristic of countries with an imperial past. In this context the formulation of a countryâs politics in mission-related categories is reminiscent of a patient suffering from phantom pain. Although the empire in its previous shape no longer exists, the way of formulating foreign policy which was characteristic of it lives on in the margins of official discourse. This would confirm Ted Hopfâs comment that it is not the norms which are the most important mechanism of reproducing identity, but the habits and practice (Hopf 2005: 10). Mission narrative is still present in official Russian foreign policy discourse to a large extent due to inertia of the imperial legacy. In the next two sections a detailed profile of mission narrative is presented.
