Demographic Character of the Electorate

The Minnesota 1st is an expansive district that spans across the southern-most portion of the state; it encompasses over 13,000 square miles and contains 20 of the state’s 87 counties. It shares borders with South Dakota to the west and Wisconsin to the east. The largest shared border is with Iowa to the south. It then reaches northeast to just south of the state capital, St. Paul. Much of the district is rural farmland, but it does encompass some small cities such as Rochester and Mankato. Notably, the renowned healthcare nonprofit The Mayo Clinic was founded and is still headquartered in the city of Rochester.4 In 2018, the district had a total population of 675,755 residents and was overwhelmingly white, with minority populations that fall below state and national averages. The largest economic sectors by employment were healthcare/social services, manufacturing, and retail. Only 4 percent of the population was employed in the agriculture, forestry, fishing and hunting, and mining sectors.5 However, the state was fifth in total agriculture and livestock production in the United States and many of its farms were in the southern-most counties within the district.6 In 2018, the district performed better on economic and health and wellness measures than the national averages; a full comparison breakdown is presented in Table 9.1.Table 9.1Minnesota’s 1st and 8th Congressional Districts district summaries
