A Market Approach to

Land Preservation

As more and more agricultural land becomes developed, several areas in the United States are turning to a new tool to control sprawl and limit this development.

This new instrument, transferable development rights (TDRs), effectively creates a market for a limited number of “development rights.” A case study of Calvert County in Maryland provides some illuminating insights into how such a program works.
