If indeed “He who causes everything to be,” or YHWH, is the Holy Spirit, then some might ask, “Why didn’t the prophet say, ‘I will pour Myself upon all flesh’?” But the Bible is very clear in distinguishing the functions of the various members of the Trinity. The Father is the Creative Mind, the Son is the expression of the Father, and the Holy Spirit is the link with creation. In no way would the Scriptures ignore the separate functions of each member of the Holy Trinity. It is God the Father who pours out the Holy Spirit upon all flesh, giving believers supernatural utterance to declare the manifold wonders of God.

Peter went on to say, “God has raised this Jesus to life, and we are all witnesses of it. Exalted to the right hand of God, he has received from the Father the promised Holy Spirit and has poured out what you now see and hear” (Acts 2:32–33 NIV).

Then the people cried out to Peter and said, “ ‘What shall we do?’ Peter replied, ‘Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit. The promise is for you and your children and for all who are far off—for all whom the Lord our God will call’ ” (Acts 2:38–39 NIV).

Here was the promise of the gift of the Holy Spirit to all who believe in Jesus Christ. No longer was the Spirit limited to holy men and select leaders. All who believed in Jesus were candidates to receive this blessed gift from God Almighty, promised by the prophet Joel and demonstrated on the day of Pentecost by the Holy Spirit Himself.

Some people have wondered about the difference between being born again by the Holy Spirit and being baptized in the Holy Spirit. Did the disciples not receive the Holy Spirit when Jesus breathed upon them? Of course they did. Unless a person has been born again by the Spirit of God, he is not part of the family of God. Had the disciples become “Christians” when Jesus breathed upon them and told them to receive the Holy Spirit? Of course they had. Why, then, did Jesus ask His disciples to wait for the promise of the Father for their baptism in the Holy Spirit? What is the difference?

Let me illustrate. As I am writing this book, I am drinking water. It can clearly be said that I have water in me. That is like the salvation experience, when we receive the Spirit of God in our hearts. However, sixteen miles from where I am sitting is the shore of the Atlantic Ocean, which connects to all the oceans on the earth. If I drive to the Virginia Beach seashore and dive into the water, I am now immersed in a massive flood which overwhelms my entire body. Obviously, I am connected to water either way, but the second experience is thousands of times more dramatic.
