Rationalism and red tape: Senbon hōshiki

The strength and weakness of our kokusaika plan actually lies in the same point: we’re doing it at Senbon. People here are used to the idea of dramatic reforms and experienced in dealing with change. But there’s a certain bureaucratic way of doing things here which makes it hard to achieve fundamental change. The ‘Senbon way’ (Senbon hōshiki) is what some people call it. Others call it responsible university administration.
