13 The Partido Revolucionario Institucional (Institutional Revolutionary Party) or PRI is a Mexican political party. It was the ruling party from 1929 until the early 1990s. In their book Mexico: A Country Study, Tim Merrill and Ramón Miró assert that “until the early 1980s, the PRI’s position in the Mexican political system was hegemonic, with opposition parties posing little or no threat to its power base or its near monopoly of public office. This situation changed during the mid-1980s, as opposition parties of the left and right began to seriously challenge PRI candidates for local, state, and national-level offices” (247–248).

The Partido de Acción Nacional (National Action Party) or PAN was the first opposition party in Mexico . As stated by Merrill and Miró “it emerged as a conservative reaction against the land confiscations during the 1930s […] Although the PAN is much more conservative than the PRI on social issues, since the mid-1980s the PAN’s economic program has been almost indistinguishable from that of the PRI governments it has attempted to supplant” (253).
