A few months later, that same summer, a second edict followed, demanding the imprisonment of all Christian priests and bishops. The execution of this edict was extremely successful, so much so that the Roman prison system, still in its infancy, could not handle the number of Christians suddenly in its custody. Pagan criminals had to be released to make room.

A late legend of Saint Lucy tells us that in the face of persecution, many Christians of Syracuse took refuge in an extensive system of catacombs under the city. Saint Lucy did not hide herself, but, in an effort to aid her fellow Christians, she would carry food and drink to all of those in hiding. Because her hands were so full of food, it is said that she had to place candles, for seeing in the dark tunnels, in a wreath on top of her head. Although such legends often cannot be determined to be either true or false, the catacombs of Syracuse still exist, and do indeed date from this time.
