Clinical Supervision and Teacher Evaluation

Clinical supervision has been used by many school districts to improve and assess the performance of teachers, although the consistency of implementation varies widely among districts. Peterson (2000) insists that for clinical supervision to have any lasting effect on teacher behavior, (1) the observer must be an outsider to the school system; (2) there should be at least six to eight visits per year, including unannounced visits; (3) the observation should focus on a limited number of concrete classroom elements; and (4) the data collected should be analyzed within a consistent, public, and validated framework linked to student learning.

If carried out in a systematic fashion, clinical supervision can be particularly successful with novice and struggling teachers because it results in an instructional improvement plan that the teacher can implement and that the supervisor can observe in future visits. The documented results of these visits and the degree of teacher improvement during the school year become important considerations for educational leaders to use in evaluating teacher competence and potential.
