These articles believing in Roosevelt’s ability to make a difference were a tonic to the old Rough Rider, but other papers took a more realistic view and clouded the sunshine that TR supporters saw. An article on April 13 pointed out that “President Wilson is against the proposition. He does not like Roosevelt, and he does not like what he thinks would be the effect of such an expedition … those who oppose his going say frankly that the effect of such an expedition might be to make Roosevelt a ‘war hero.’ The administration is not aiding the manufacture of war heroes out of other than democratic material.”18

Still, the same paper pointed out that some in the administration did support sending Roosevelt for the exact opposite reason of stirring up support for the war. They believed that sending Roosevelt would “arouse enthusiasm for the war and stimulate enlistments.”19 The article got one thing right, that “it may be safely predicted that Roosevelt will not submit quietly to a Presidential refusal.”20 But TR was once again forced to wait to hear—something that Teddy Roosevelt did not do well, but then again, waiting to hear had made him president in 1901.
