It had been a rapid shifting of priorities at ABC. Only two years before, Newton was hailed in the music trades for his ongoing mission to purchase smaller labels and establish a distribution network. By the fall of ’69, his words suggested a change of strategy: “California means a fresh approach for ABC Records. We are no longer concerned with the great mass of records. We are concerned with individual records and individual projects.” In the same Billboard article, Stark offered a comment that promised an even looser approach: “Impulse is no longer a jazz label and Apt is no longer a bubblegum label because music has become so universal and people of varied backgrounds are now listening.”

All that was Impulse—its staff, its contracts, and, most importantly, its vaults—was packed and shipped to L.A. Yet, despite being overseen by Stark—who soon assumed a no. 2 position in the California office—the label lost stature in the shuffle. According to Phil Kurnit:

Howard [Stark] became Jay Lasker’s right-hand man. They were, like, inseparable, and they had a very good relationship. And Impulse was putting out a lot of records and the catalog was expanding fairly quickly. But I think Impulse lost a lot of its positioning at ABC partly because of Newton, who never had much of an appreciation for it, and because its sales never could expand the way the pop sales had and ABC was now making a lot of money [with pop and rock]. It became relatively less important.
