Professional Standards for Educational Leaders

Principals, superintendents, and professional associations provided input into the development of the PSELs through focus groups and surveys. Educators collectively determined that the expectations of school leaders had changed significantly since 2008 (Wilson, 2017) such that previous standards were redesigned with a forward orientation that integrate the values and wisdom of professional practice with current research (Murphy & Smylie, 2016).

Since the responsibilities and expectations for school and district leaders evolve over time, so must the standards. The PSELs demonstrate that these standards are not static and are regularly reviewed and updated to reflect the profession’s current context and expectations of leaders (Wilson, 2017). They apply to leaders at all levels in public school systems along the leadership continuum, from vice principals to superintendents. The standards are used by states, universities, districts, and schools as guidance for preparation, credentialing, practice, support, and evaluation (Young & Perrone, 2016).

A major change reflected in the PSELs is the greater emphasis on students, their learning, and the skills needed for successful entry into future jobs and careers. The PSELs emphasize that for learning to happen, educational leaders must focus all aspects of their work on students and student outcomes. While instructional pedagogy and curriculum are critical, they are not enough to prepare students to be skilled thinkers. As such, school leaders must approach every interaction, every teacher evaluation, and every analysis of data with one question in mind: How will this help our students to excel as learners? (National Policy Board for Educational Administration [NPBEA], 2015).

Since the PSELs are used to develop, support, and evaluate leaders at all levels (Frick, Bass, & Young, 2018), effective leaders should develop and maintain skillsets in the 10 identified domains:
