Superintendent Interactions with School Boards

Pivotal to the success of any school district is a positive relationship between school boards and their superintendents. School boards are legal y extensions of state government, and they have a legislative responsibility to set policy and to ensure that state laws and regulations are followed. As top-level administrators, superintendents make policy recommendations, ensure policy enforcement, and provide leadership and management necessary for the day-to-day operation of districts and schools. Clearly, school boards and superintendents have dissimilar legitimate roles; pragmatical y, however, the line separating policy development and administration is often indistinct and unobserved (Kowalski, 2006).

Three topics are addressed in this chapter. The first is issues affecting superintendent–school board relationships; the second is the employment and evaluation of superintendents; the third is information about the school boards employing respondents in this study.
