Throughout much of California, the California Coastal Commission (CCC) regulates construction on bluff faces. The CCC requires, among other things, that new seawalls are built to mimic the natural rock of the bluff face, as this example from Solana Beach near San Diego shows. Property owners pay for seawalls, which is why the ends of seawalls usually line up with property boundaries on the bluff top. (Photograph by the author.)
