Who should the defendants be? The Farmer-Paellmann suit would seem to have settled that question by pursuing modern corporations with long and identifiable historic roots in the soil of slavery. The limitation there, however, is that even deep-pocket corporations like Aetna cannot fill the bill demanded by reparations. The “Millions for Reparations” march in August 2002 had a more lucrative target in view, and that was the United States government. “This is the first time there has been a mass rally demanding reparations from the United States government,” said Conrad Worrill of the National Black United Front at the march, “They owe us!” And beyond that, there must surely be a day of reckoning for the international banking houses that provided much of the capital that funded Americans’ purchase of slaves and played a major role in monetizing, commodifying and collateralizing slaves.24
