All districts in Texas are required to evaluate personnel for the primary purpose of increasing student learning. For teachers, the primary instrument used is the Professional Development and Assessment System (PDAS). Assessors are required by law to be trained and certified in Instructional Leadership Development (ILD), a model of curriculum, instruction, and assessment, as well as PDAS before they can appraise teachers. Both are based on best practices and are used for the purpose of improving teaching and learning. The PDAS system is not a âgotchaâ system to get rid of under-performing teachers, but a tool to help all teachers grow to their own capacity as instructional leaders in classrooms. Data from PDAS evaluations should be utilized in triangulation with as many forms of student assessment as possible to align faculty and staff professional development with the needs of the students. For example, if students on a certain campus are scoring low in mathematical estimation skills on several forms of assessment, this is an indication that faculty, staff, and even administrator professional development is needed in helping them research, practice, and apply new or better techniques to best teach estimation. In this way, professional development decision making is data based upon the needs of the students.
All districts have policies in place in regard to personnel hiring, retention, and termination. You have two primary responsibilities:
Evaluation of Existing Policies: Are the policies that are currently in place timely, legal, and of the most benefit to the district? If not, begin a study and analysis process on how to best improve them to meet district priorities and to improve student performance. Remember, everything you and the district do should be to improve student performance.
Application of Policies: As long as a policy is in place, you must apply it consistently to all people. In addition to mismanagement of funds, another area that will get you in trouble quickly is to treat different people differently. Be consistent. If there is a policy that is inappropriate and needs correction, take it to the board and suggest changing it. Until then, use it for everyone and everything. There should be no double standards, no favorites, and absolutely no nepotism.
