The promise of Mark chapter 16 says "they shall take up serpents." Paul had the signs of the apostles. Yet, why did this event occur at this particular time since the barbarians (non-Jews) were the only ones mentioned as witnessing this event? It is possible that the supernatural intervention occurred for Paul's sake. God wanted to show Paul that he was still protected even though he was going to lose his personal liberties. The sign was certainly not intended for the benefit of the barbarians (Gentiles) as the next passage proves!

Acts 28:6 Howbeit they looked when he should have swollen, or fallen down dead suddenly: but after they had looked a great while, and saw no harm come to him, they changed their minds, and said that he was a god.
