Implied volatility is larger than actual volatility, the preponderance of the time. And that’s how we make our living with probability-based trading. We sell premium when the volatility is beyond its mean. We are receiving more premium and expecting a reversion to the mean.

Implied volatility is usually mean reverting. As stated in point #2, we want to sell volatility when it has expanded. This is because we have every reason to believe it will revert to the mean. It might not always revert to the mean in the cycle we’re trading. But you can rest assured that volatility reverts to the mean.
