1. If God is all-powerful, He could supernaturally intervene to stop all physical evils.

2. If God is all-good, He would miraculously intervene to stop physical evils.

3. There is much physical evil God does not intervene to stop.

4. Hence there is no all-powerful and all-loving God.

However, the first premise has serious qualifications since even an all-powerful being cannot literally do anything – for example, perform miracles that are logically contradictory or actually impossible.

Furthermore, the second premise clearly is false, since it assumes that God will do things against His moral best judgment to do what achieves the best possible world. And this would eliminate the very physical conditions that make moral freedom possible and the greater moral good achievable. Therefore, the argument for miraculous intervention to alleviate all physical evils fails. As for whether God supernaturally or providentially has intervened to stop some physical evils, the answer is yes, and there are numerous examples inside and outside the Bible to demonstrate that He has. As to why He does not do it more, only an infinite Mind knows exactly how much is enough.
