Encampment: The Essenes establish themselves in “camps” and in the wilderness (Philo, Every Good Man Is Free 76; On the Contemplative Life 18–23; Josephus, Antiquities 18.124). According to the Community Rule scroll, the men of the Renewed Covenant were in the wilderness, in fulfillment of Isaiah 40:3 (1QS 8:13–15; CD 7:6–7).

Membership: Essene membership was made up of those who freely joined them (Philo, A Defense of the Jews 8.11.2–3; Josephus, War 2.120; Pliny the Elder, Nat. Hist. 5.73). This is emphasized in the DSS (CD 15:5–6; 1QS 1:11–13; 5:7–11; 6:13–14).
