Within this new field, in different ways, the “metabody”, the “huge fantastical body of the family” (Foucault, 2006b, pp. 270–271) is causal. This is played out in relation to the new form of family relationships which emerged in the nineteenth century based on “the solidification and intensification of father–mother–children relationships” (2003, p. 327) and a reversal of family obligations, of parents for children. “The family became an instrument, a point of application, in the monitoring of a larger group (the population), rather than a unit concerned with monitoring itself” (Baker, 1998, p. 131). In this way social problems, like migration, housing, crime, literacy, and social disorder (see below)—are transformed into biological problems, problems of blood and “race”. The state took responsibility for the management of these problems through its newly created institutions and programmes, and through the work of state professions and the application of new “knowledges” and “sciences” of the social. This social hereditarianism and the needs of population management have again become very clear in the responses to the 2011 riots in England.

The Prime Minister, David Cameron, has hit out at the rioters for “a complete lack of responsibility, a lack of proper parenting, a lack of proper upbringing, a lack of proper ethics, a lack of proper morals”.

I can announce today that over the next few weeks, I and ministers from across the Coalition government will review every aspect of our work to mend our broken society, on schools, welfare, families, parenting, addiction, communities, on the cultural, legal, bureaucratic problems in our society too …

This not about poverty, it’s about culture—a culture that glorifies crime. In too many cases, the parents of these children—if they are still around—don’t care where their children are or who they are with; let alone what they are doing.
