The fact that most people find the model of licensed parenting not acceptable, even the more limited version of it, indicates that we do recognize that there is a special bond between biological parents and their children. Most parents feel an incredibly strong bond with their children from the moment of birth. That cannot be entirely put down to the caring relationship between them (see Box 5).

The issues also arise in relation to surrogacy. The case detailed in Box 6 gives a good example of the different ways the law can respond to surrogacy arrangements.
