An alternative topology of school cultures was proposed by Stoll and Fink (1996) and Stoll (1998). The following cultures of schools and characteristics were adapted from Stoll (1998, pp. 10–11).

Moving culture – focussed on enhancing students’ progress, teachers cooperate to respond to change, specific statements of standards that are supported by clearly identified goals;

Cruising culture – appears to be effective but powerful statements of standards inhibit change, school usually situated in an affluent area, not preparing students to adequately deal with change, students are achieving in spite of the quality of teaching;

Strolling culture – school is neither effective or ineffective and is therefore inadequately dealing with change, not dealing with future needs of students, goals not clearly defined leading to lack of student progress;

Struggling culture – teachers aware of lack of progress, expending considerable effort on student progress that is largely unproductive, have the will but not necessarily the skills to succeed, often identified by outsiders as failing leading to lack of motivation;

Sinking culture – feeling of failure leading to isolation, loss of faith in ability to achieve improvement, tendency to blame others, inability of staff to change, schools often in disadvantaged areas leading to attributing of failure to parents or students, staff require significant support that includes considerable action.
