Conclusion

It is interesting to note that a major effect of principals in changing school effectiveness is achieved by changing staff members; again, pointing to the power and importance of teachers on student achievement (Bembry, Jordan, Gomez, Anderson, & Mendro, 1998). Additionally, Bembry et al. found that teacher effectiveness remains relatively stable over time and largely immutable to typical approaches to change. This strongly suggests that—in addition to structural changes—any school reform effort must pay careful attention to the quality of teachers if school improvement is to be deep and lasting.
