Simultaneously, because the war at sea became increasingly a small-ship effort, the laurels were largely going to the commanding officers of the destroyers and frigates who were, predominantly, salt-horse. The specialists, drawn from the more intelligent and ambitious among the officer corps increasingly saw the chances of wartime small-ship command and distinction retreating with each further staff appointment. Dissent, not to say a degree of bitterness, pervaded the debate which continued through 1943 and early 1944.68

The Navy’s response to the first of these issues was both pragmatic and successful. Substantial numbers of new officers were recruited from the technical industries, awarded commissions as RNVR Special Branch officers, given a fairly rudimentary naval general training and sent to sea both to operate and maintain the new equipment, but the fundamental issue was not addressed.
