STEP ONE Lay the frame on the table and start cutting the flags off the banner. We ended up using 3½ flags in total. How many you need depends on how large your hoop is. Tape the first papel picado flag to the frame. Tape the top right, the middle and the left. Make sure the flag is sitting evenly on the frame so it’s not wavy or uneven.
STEP TWO Continue with the next flag, and the next, until the hoop has all of the flags in place. Next, use strong string to create a big ‘X’ and tie it to the frame. This will be what you use to hang from a hook in the ceiling.
