Chain 1, turn, and single crochet around the edge. Chain 1, turn, and single crochet around the other way. Chain 1, turn, and single crochet back to the beginning.

Continue with this pattern for a total of 5 rows.

For the next row, single crochet in the first 2 stitches, and skip the next stitch. Single crochet in the next 2 stitches, and skip the next stitch.

Repeat this around.

Work a couple of rows without any decreases. Use the photo as a reference for the shape of the mouse, making it plump and blunt as you see above. This should be about 2 rows of single crochet, then another decrease.
