Ross C. Anderson is senior lead researcher at the Educational Policy Improvement Center in Eugene, Oregon. He is former Director of Strategic Initiatives in the Norwich School District in Connecticut, where he designed, led, and evaluated a wide range of projects focused on equitable opportunities for learners, community partnerships for creative engagement of students, and other district reform efforts. Over his career in the education field, he has led $10 million of grant-funded system design, innovation, and research work.

In recognition of his contributions in southeastern Connecticut, Anderson was named a 2013 awardee of the top forty community change agents under forty years old. Anderson’s work builds from the belief that the creativity of educators and students, alongside an empowered community, holds great promise for sustained systemic improvements for equitable student outcomes. This belief guides his leadership of a federally funded, multi-year project, ArtCore, collaboratively developing and researching a middle school transformation model. This project investigates the effects of creative teaching and learning opportunities on student growth trajectories of metacognitive and noncognitive skills, such as creativity, growth mindset, self-efficacy, and engagement in learning. Anderson coauthored the Skills and Dispositions Developmental Frameworks published by the Center for Innovation in Education—a resource already supporting innovations in the next generation of state accountability systems. From state departments of education to classroom teachers, Anderson works across every level of the education system. He provides research-based guidance on innovative policies and practices, facilitates design thinking for educators, and investigates the effects of these efforts on meaningful outcomes of student success.

Anderson received a bachelor’s degree in architecture from Yale University and is pursuing his PhD in the Department of Educational Methodology, Policy, and Leadership at the University of Oregon.
