Rawdon Dalrymple, Hawke’s friend from Oxford, took up the post of ambassador to the United States in June 1985. He sat in on Hawke’s meetings with Reagan. ‘Hawke was much more successful with the Americans than Whitlam or Fraser,’ he recalled. ‘Hawke got on very well with Reagan who is a much more complex character than a lot of people understood. Hawke was a master at all that male bonding stuff and telling each other jokes. Hawke had a great capacity to make himself liked.’36

After meeting with Reagan and Bush in February 1985, Hawke travelled to Ottawa. He had been invited by Canadian prime minister Brian Mulroney, who was holding his own national economic conference, modelled on Hawke’s 1983 initiative. Hawke, who was the keynote speaker, forged another critical Cold War partnership. ‘He spoke in his own very straightforward way, and he contributed largely to making a great success of our national economic conference,’ Mulroney recalled. ‘We got along very well, and we were together, I guess, for almost eight or nine years, and I cannot say that I ever had an unpleasant moment in his company.’ Like Hawke, Mulroney had advocated for the abolition of apartheid since the 1960s. Ahead of the CHOGM meeting in Nassau later that year, they decided to work together to try and force change in South Africa.37
